The best solution for this situation was to
appoint a mobile patrol guard and dog to the site.
They would patrol the entire perimeter of
the site at regular intervals in addition to checking that all gates where
locked and no unauthorised individuals were on site. If they
encountered anyone, they would approach them and confirm their identity and
why they are on
the site.
